The MgAl2O4 spinel doped with Eu2+ ions powder phosphor was prepared at temperature as low as 500 oC using the combustion route. A structural property of the powder was characterized by X-ray diffraction (XRD). This XRD pattern shows the well crystallized cubic phase, Fd-3m space group of MgAl2O4. The estimated average crystalline size is about 36 and 30 nm for MgAl2O4 and Eu doped MgAl2O4 particles respectively. The photoluminescent property of prepared powder was investigated using excitation and emission spectroscopy at (...) room temperatures. Background: Critically ill patients often require complex clinical care by highly trained staff within a specialized intensive care unit (ICU) with advanced equipment. There are currently limited data on the costs of critical care in low-and middle-income countries (LMICs). This study aims to investigate the direct-medical costs of key infectious disease (tetanus, sepsis, and dengue) patients admitted to ICU in a hospital in Ho Chi Minh City (HCMC), Vietnam, and explores how the costs and cost drivers can vary between the (...) different diseases. -/- Methods: We calculated the direct medical costs for patients requiring critical care for tetanus, dengue and sepsis. Costing data (stratified into different cost categories) were extracted from the bills of patients hospitalized to the adult ICU with a dengue, sepsis and tetanus diagnosis that were enrolled in three studies conducted at the Hospital for Tropical Diseases in HCMC from January 2017 to December 2019. The costs were considered from the health sector perspective. The total sample size in this study was 342 patients. -/- Results: ICU care was associated with significant direct medical costs. For patients that did not require mechanical ventilation, the median total ICU cost per patient varied between US$64.40 and US$675 for the different diseases. The costs were higher for patients that required mechanical ventilation, with the median total ICU cost per patient for the different diseases varying between US$2,590 and US$4,250. The main cost drivers varied according to disease and associated severity. -/- Conclusion: This study demonstrates the notable cost of ICU care in Vietnam and in similar LMIC settings. Future studies are needed to further evaluate the costs and economic burden incurred by ICU patients. The number of police departments carrying Narcan keeps increasing at a fast pace throughout the U.S., as it is considered an effective measure to fight the opioid epidemic. However, there have been strong oppositions to the idea of the police Narcan use. Still, in 2018, the nation is debating about it. Though not clearly visible to the public, there are important ethical arguments against the police Narcan use which necessarily involve understanding of the ethical roles and responsibilities of police as (...) the law enforcement agency and apprehension of the moral status of a non-therapeutic opioid use. The authors of the paper investigate, primarily, the existing ethical controversies surrounding the police Narcan use while touching upon the issue of the decriminalizing drug policy in the U.S. The authors conclude that the police can carry and administer Narcan without self-contradiction and that the policymakers’ investigation on the drug decriminalization policy should begin with the understanding of the “common morality” of the American public, the ethical view shared and practiced by the greatest number of people. Podle vývojové interpretace Platónových dialogů to naznačuje posun v autorově myšlení způsobený poznáním obtížnosti problému. Byl to přitom údajně teprve Aristotelés, kdo vyřešil Platónův problém dobra pomocí pojmu analogie. Proti této interpretaci článek zdůrazňuje, že aristotelské pojetí analogie je hluboce zakořeněno v Platónově vlastním potýkání se s rozdílem mezi morálním a politickým (...) dobrem. Byla to především Platónovo pochopení specifické hodnoty politické plurality, které stojí v základě akademického rozlišení mezi analogia a pros hen. (shrink)

We dwell in a world of physical things. When it comes to the environments that we live in, we usually become oriented to the place, and eventually feel at home in it. Facing death during war and pandemic are times of extreme disorientation, and we sometimes exhibit an impulse to flee. It is no wonder that in those desperate times, some with means and ability consider fleeing to a safer place. But are we morally obliged to act in ways that (...) would ask us to sacrifice our deepest personal commitments and projects for others to meet their commitments and projects? It is argued here that fleeing Bosnia and Herzegovina during wartime, like what happened in the 90s, and fleeing a city during a pandemic may be morally decent actions. However, it is also an issue of political decency and fractured friendships. In cases or war and pandemic, returning home to contribute to the well-being of those they left behind may be morally and politically decent, but the fractured friendships may contribute to normative ambiguity. Why would anyone trust them again and regard them as a loyal friend? Perhaps reestablishing those trusting friendships may require those who remained behind to do what is supererogatory, i.e., doing more than can reasonably be asked of them, which in this case amounts to forgiving those who fled and giving them a second chance by welcoming them back home. Wokeism is a doctrina (doctrine) of knowledge, reason and belief within U.S. society, about U.S. society, taught by scholars (doctors) and teachers to their students. Currently there exists three definitions of wokeism in dictionaries. Currently there exists no scholarly peer-reviewed articles in science or philosophy on the theory of wokeism. Interestingly, there does exist 170 articles in various publications talking about wokeism by scholars. Since there is no current definition or subject in philosophy of the subject of wokeism, it is (...) either impossible or intellectually dishonest to have a reasoned argument including the word wokeism by any doctor of philosophy. This paper establishes a scholarly definition of wokeism, as well as possible branches of philosophy to develop understanding of this subject and doctrine. (shrink)

The U.S. review system for human subjects research has been widely criticized in recent years for requirements that delay research without improving human subjects protections. Any major reformulation of regulations may take some time to implement. In the meantime, current regulations often allow for streamlined ethics review without jeopardizing—and possibly improving—protections for research participants. We discuss underutilized options, including research that need not be classified as “human subjects research,” categories of studies that can be exempt from ethical review, and studies (...) that need only undergo expedited review by one IRB member. In addition, we consider ways to simplify review of multi-center research using one institution’s IRB. We speculate on multiple reasons for the underuse of these mechanisms, and exhort IRBs and researchers to take advantage of these important opportunities to improve the review process. (shrink)

Though academic debate over gender-inclusive God-talk seems to have fizzled, the issue is a pressing one within many Christiandenominations today—both within and outside the Church—and for that reason deserves to be briefly revisited. Accordingly, althoughin this essay we approach the issue as professional philosophers, our focus is on the life of the Church—more specifically, those no doubt sizable segments of the Church for which a personal God and Satan exist and evangelism matters. Running an elimination argument, we contend that if (...) a certain sort of feminist concern about traditional God-talk is well-directed, the best response is to speak of not only God but also Satan in both masculine and feminine terms. Stvorena tokom afere Dreyfus, uglavnom se odnosi na one mislioce koji su spremni da interveniraju u javnom forumu, čak i ako to znači da sebe izlažu riziku (Le Sueur 2001:2). Teoretičari kao što su Edward Said, Paul Ricoeur, Jean-Paul Sartre i Michael Waltzer dali su doprinos diskusiji o intelektualcima: intelektualca Said vidi kao kritički nastrojenog autsajdera, Ricoeur kao političkog edukatora, Sartre kao čovjeka od akcije, a Waltzer kao brižnog insajdera. Opisati intelektualca (...) na ovaj način, pak, ne spominje prostor unutar kojeg intelektualac djeluje, tj. građansko društvo. Upravo se u takvom prostoru ljudskog udruživanja i odnosnih mreža može promovirati kultura dijaloga, tolerancije, umjerenosti i uzajamno korisnog rješavanja sukoba, upravo onakva kultura kakva otjelotvorava stavove i vrijednosti demokratizacije. Mada intelektualac, onakav kakav je gore opisan, igra značajnu ulogu u održavanju dobro razvijenih demokratskih društava, u postkonfliktnim društvima, kakva su i kosovsko i bosanskohercegovačko, pojavljuje se potreba za intelektualcem koji je više od pukog kritičara društva, edukatora, čovjeka od akcije i saosjećajnog pojedinca. I tu na scenu stupa hiperintelektualac. Najupečatljivija karakteristika hiperintelektualca je možda upravo stepen u kojem se intelektualac bavi društvenom kritikom, političkim obrazovanjem, akcijom i “insajderizmom”, ne kao ideolog, već kao nestranačka fi gura. Društvena kritika i političko obrazovanje hiperintelektualca manifestiraju se na nestranački način, tako da se jasno čuje sve što je moguće i napadati i braniti, i sa jedne i sa druge strane. The 2010 U. S. Religious Census: Religious Congregations and Membership Survey (RCMS) is the most comprehensive picture of U.S. religious life, county by county. How thorough is the RCMS in covering local religious groups? To answer this question, three county snapshots were performed with collected data compared to the RCMS 2010 reported numbers. Data suggest that there has been an underreport by as much as 25 percent of the number of local congregations in these counties. New and emerging religious movements (...) and denominations as well as ethnic congregations comprise much of this percentage, making it more imperative for scholars to develop methodologies and frameworks in order to capture these “others” and invisible churches in America. The spread of misinformation and fake news raises important problems for our society and for our democracy. From the January 6 attack on the U.S. Capitol to vaccine hesitancy, from suppressing voter turnout to peddling conspiracy theories, we know that these problems are real and need to be taken seriously. While misinformation is not a new problem for democracy, it can spread more quickly and easily because of new media’s design and popularity. Given these problems, it is encouraging that some (...) technology companies are taking steps to reduce the spread of misinformation and fake news on the platforms they manage. Despite this seemingly positive development, some scholars have criticized some interventions designed to combat the spread of misinformation and fake news as paternalistic. For example, a 2019 Facebook intervention called Click-Gap aimed to reduce the amount of low-quality content (including fake news and misinformation) that users see on their NewsFeed. Click-Gap has been criticized as an instance of epistemic paternalism because it was adopted (1) with the goal of improving the epistemic status of its users and (2) irrespective of what the company believed the wishes of its users to be. If interventions like Click-Gap are problematic because paternalistic, those of us interested in the ethics of technology would face a dilemma—either endorse technology companies treating their users paternalistically or endorse their failing to act to combat the spread of misinformation and fake news on their platforms. Both options seem to me to be problematic. While paternalism may sometimes be permissible, I think we should be very hesitant to endorse a paternalistic relationship between technology companies and their users. The relationship does not seem to bear the right sort of structure to one in which paternalism might be appropriate, if it ever is. The second option seems, if anything worse: surely technology companies should not stand by and change nothing about their platforms despite the spread of misinformation and fake news in those spaces. In this paper, I argue that Click-Gap and interventions like it are not paternalistic, contrary to the conclusion of other scholars. Further, I will argue that the focus on paternalism itself is actually a red herring here. While not just any intervention or strategy that purports to reduce fake news and misinformation is permissible, we should want technology companies to take user well-being seriously and be able to take that well-being as a direct reason for action. Their doing so is not paternalistic nor even morally problematic, and it should not be criticized as such. (shrink)

Conservation can occur anywhere regardless of scale, political jurisdiction, or landownership. We present a framework to help managers at protected areas practice conservation at the scale of relationships. We focus on relationships between stakeholders and protected areas and between managers and other stakeholders. We provide a synthesis of key natural resources literature and present a case example to support our premise and recommendations. The purpose is 4-fold: 1) discuss challenges and threats to conservation and protected areas; 2) outline a relationship-scale (...) approach to address conservation threats; 3) describe the tools and techniques that can be used to implement this approach; and 4) present a case example from rural Alaska, USA, to illustrate relationship-scale conservation. Our case example illustrates how aspects of this approach to conservation were applied to address a wildlife population decline. Tools needed to implement relationship-scale conservation include 1) collecting and documenting narratives of place; 2) measuring and monitoring trust and commitment; and 3) identifying and mitigating threats. We recommend that planners and managers, working with their research partners, redefine and refocus their goals and objectives to include these practices. Doing so will enable them to gain substantial applied knowledge about their stakeholders and foster and maintain place relationships as desired outcomes of conservation. The ultimate outcome is a better prognosis for long-term global survival of protected areas and biodiversity. Published 2014. Not long after the 2001 invasion of Afghanistan, an American citizen was captured by U.S. soldiers on he battlefield carrying a weapon and wearing the dress of a Taliban soldier. Heralded by the news media as the “American Taliban,” he became a spectacle, bound, gagged, naked and blind-folded on a stretcher in a photo taken soon after his capture. The story of how the homeschooled twenty-year-old from a middle-class Northern California family became an enemy combatant in the Afghani desert piqued (...) the popular imagination. After converting to Islam, he went to Yemen, learned Arabic, returned home and then left again to attend a madrassa (or Islamic religious school) before receiving training at an Al-Qaeda training camp in Afghanistan. Some Americans reacted to the young man’s story with wonder; others with loathing. How did this youth stray from the values that most Americans hold dear? In fact, he did not. Similar to Paul Maud’dib who, at the end of Dune Messiah, wandered into the desert a blind holy man, the American Taliban had acted in accordance with values that most American prize: self-reliance, ingenuity, spirituality and practical know-how. It is widely believed that the Fremen culture derives from their religion, Zensunni , an imaginative blending of Zen Buddhism and Sunni Muslim beliefs. However, a closer look reveals that the Fremen (similar to the American Taliban) were shockingly American in their core values. To demonstrate this, I begin by discussing the weirdness of Dune’s Fremen, their religion, customs and lifestyle. Then, I give a brief summary of American philosopher Ralph Waldo Emerson’s famous essay “Self-Reliance” followed by a similar treatment of John Dewey’s notion of democracy as a way of life. The essay returns to paint a clearer picture of the American Fremen and their exhilarating though dangerous faith in jihad as a way of life. (shrink)

In this chapter, the points of intellectual consonance between Jane Addams and John Dewey are explored, specifically their (1) shared belief that philosophy is a method, (2) parallel commitments to philosophical pragmatism and (3) similar convictions that philosophy should serve to address social problems. Also highlighted are points of divergence in their thinking, particularly their positions on U.S. entry into World War I and, more generally, the value of social conflict. Finally, the chapter concludes with what the author believes is (...) Lockdowns, or modern quarantines, involve the use of novel restrictive non-pharmaceutical interventions (NPIs) to suppress the transmission of COVID-19. In this paper, I aim to critically analyze the emerging history and philosophy of lockdowns, with an emphasis on the communication of health evidence and risk for informing policy decisions. I draw a distinction between evidence-based and modeling-based decision-making. I argue that using the normative framework of evidence-based medicine would have recommended against the use of lockdowns. I first review the World (...) Health Organization’s evidence-based pandemic preparedness plans for respiratory viruses. I then provide a very brief history of COVID-19 modeling, which was cited as justification for the use of lockdowns in the U.K., the U.S., and much of the world. I focus on the so-called Imperial College model designed by Neil Ferguson et al. as well as the so-called Oxford model designed by José Lourenço et al. I analyze the evidence-based pandemic response known as ‘mitigation’, and I compare it with Ferguson et al.’s experimental strategy known as ‘suppression’. I summarize the strengths and weaknesses of these strategies based on their diametric aims and each model’s parametric assumptions. Based on my critical analysis of the suppression strategy, I attempt to expose what has been called the ‘logic of lockdowns’, which Sunetra Gupta of the Oxford model group has suggested is flawed. Finally, I consider Trisha Greenhalgh’s objection to evidence-based policy based on the precautionary principle, and I attempt to offer a response. I conclude with a brief narrative review of the emerging randomized evidence on restrictive NPIs, which seems to support my claim that mitigation was the strategy that would have been recommended by evidence-based medicine. If this is true, then COVID-19 modeling may serve as an important reminder of the enduring lesson of evidence-based medicine: that one should always ‘Trust the Evidence!’ for better health policy. Gruber and Smith (2019) have conducted some interesting virtual reality (VR) experiments, but we think that these experiments fail to illuminate why people think that the present is special. Their experiments attempted to test a suggestion by Hartle (2005) that with VR one might construct scenarios in which people experience the same present twice. If that’s possible, then it could give us a reason to think that when we experience the present as being special, that’s not because it’s objectively so. (...) Instead, our experience of the present being special is a feature of having a psychology like ours. While we are sympathetic to the thought that there is no objective present, we do not think that these experiments give us a reason to think this. That said, VR experiments, such as Gruber and Smith’s, hold much promise for being able to illuminate various aspects of our temporal psychology.According to Hartle’s (2005) IGUS model (which is meant to resemble entities like us) sensory information is routed to two kinds of processes: conscious processes C, which cause behavior, and unconscious processes, U, which construct a schematic representation of the environment. Hartle proposed that we experience the present as being special because of the sensory information at a time entering into C. For Gruber et al. The notion of the “deep state” or a “state within a state” is creepy, to say the least. It indicates the existence of a shadowy group of unelected bureaucrats deeply embedded in the military-intelligence establishment secretly manipulating government policy. International relations scholars and public administration experts associate deep states with authoritarian regimes, such as Egypt, Turkey, Pakistan and pre-civil-war Syria. As a tireless advocate for the ratification of the Constitution, Madison advanced his most groundbreaking ideas in his jointly authoring The Federalist Papers with John Jay and Andrew Hamilton. The book symposium will appear in the St. Luis University Law Journal, 62 St. Louis U. L.J., -- (2018), with commentaries on Gowder's book by colleen Murphy, Robin West, Chad Flanders, and Matthew Lister, along with replies by Paul Gowder.

I claim that differences in the importance attached to economic liberty are more important in debates over the use of genetically modified organisms (GMOs) in agriculture than disagreements about the precautionary principle. I will argue this point by considering a case study: the decision by the U.S. Animal and Plant Health Inspection Service (APHIS) to grant nonregulated status to Roundup Ready soy. I will show that the unregulated release of this herbicide-resistant crop would not be acceptable morally unless one places (...) a very high premium on economic liberty. This is true even if one takes a sound science attitude to unknown risks, rather than a precautionary attitude. I concede that it may not have been within APHIS’s legislative mandate to regulate Roundup Ready soy further, but for those of us who do not put a high premium on economic liberty, this only calls for extending regulatory oversight of GMOs. Despite the minimal attention paid by philosophers to gardening, the activity has a myriad of philosophical implications—aesthetic, ethical, political, and even edible. The same could be said of community food security and struggles for food justice. Two of gardening’s most significant practical benefits are that it generates communal solidarity and provides sustenance for the needy and undernourished during periods of crisis. In the twentieth century, large-scale community gardening in the U.S. and Canada coincided with relief projects during war-time and economic (...) downturn. More recently, small-scale gardening projects have emerged in schools, blighted urban areas, and communities of activists committed to increasing food security and resisting neo-liberal city planning policies. It is therefore surprising that pragmatist philosophers, who typically work at the nexus of theory and practice, have remained relatively silent about the relationship between gardening and food security. If more were to take up the challenge, they would find considerable guidance from several contemporary scholars working in diverse disciplines, from cultural geography to community studies, who explore the topic in a number of non-philosophical, though equally effective and imaginative, ways. In this paper, I propose a tentative pragmatist model for understanding how gardens make our food system more secure—a model inspired by John Dewey’s writings on school gardening, which I call the pragmatic pyramid. I think the basic intuition behind textualism correct – that the meaning of a law is fixed by referencing the meaning of its words according to the meaning common to the law’s ratifiers. However, even if true, it does not follow that interpretation of a law goes through the original ratifiers. Rather, a citizenry continually ratifies the laws to which it subjects itself, and as the meanings of those words change over time, so will those laws. Concerning, say, the U.S. (...) Constitution, though the text may be very nearly the same now as in the 18th century, a different constitution is in effect. (shrink)

Among these common diseases, we single out the diseases that affect the Passion fruit, which is affected by about seven diseases, with different symptoms for each disease. Today, technology is facilitating human life in all areas of life, and among these facilities are expert system, a computer program that uses artificial-intelligence methods to solve problems within a specialized domain that ordinarily requires (...) human expertise. The first expert system was developed in 1965 by Edward Feigen Baum and Joshua Lederberg of Stanford University in California, U.S. Dendral, as their expert system was later known, was designed to analyses chemical compounds. Expert systems now have commercial applications in fields as diverse as medical diagnosis, petroleum engineering, and financial investing and other areas, and with reference to expert systems and their importance to humans, an integrated expert system has been created in the agricultural field that diagnoses Passion diseases using CLIPS Expert System language. The system was used to design and implement the proposed expert system. The system facilitates the diagnosis of Passion -related diseases. There is no doubt that this expert system will help farmers and those involved in the agricultural field to diagnose Passion -related diseases. Objectives: is to help farmers diagnose Passion diseases in the correct way and how to treat these diseases. Method: The system contains a program project that diagnoses 7 diseases that affect Passion and the seven diseases are: Brown spot, Septoria spot, Root and crown rot, Fusarium wilt, Anthracnose, Woodiness virus, Scab. Results: The expert system was evaluated by farmers and praised for helping them with it. Conclusion: The expert system for diagnosing Passion diseases is effective and usable. (shrink)

Shortages of new therapeutics to treat coronavirus disease (COVID-19) have forced clinicians, public health officials, and health systems to grapple with difficult questions about how to fairly allocate potentially life-saving treatments when there are not enough for all patients in need (1). Shortages have occurred with remdesivir, tocilizumab, monoclonal antibodies, and the oral antiviral Paxlovid (2) -/- Ensuring equitable allocation is especially important in light of the disproportionate burden experienced during the COVID-19 pandemic by disadvantaged groups, including Black, Hispanic/Latino and (...) Indigenous communities, individuals with certain disabilities, and low-income persons. However, many health systems have resorted to first-come, first-served approaches to allocation, which tend to disadvantage individuals with barriers in access to care (3). There is mounting evidence of racial, ethnic, and socioeconomic disparities in access to medications for COVID-19 (4, 5). -/- One potential method to promote equitable allocation is to use a weighted lottery, which is an allocation strategy that gives all eligible patients a chance to receive the scarce treatment while also allowing the assignment of higher or lower chances according to other ethical considerations (6). We sought to assess the feasibility of implementing a weighted lottery to allocate scarce COVID-19 medications in a large U.S. health system and to determine whether the weighted lottery promotes equitable allocation. Properties and facts play a central role within metaphysics, yet there is no widely accepted account of what constitutes a property or a fact. Traditional conceptions of these metaphysical notions raise serious philosophical puzzles, making the existence of each seem dubious. Drawing on the minimalist theory of truth, I argue in favor of a minimalist conception of properties and facts. A minimalist theory of properties and facts explains these matters in terms of the acceptance of trivial schemas. To make the (...) case that minimalism is a superior approach to properties and facts, I argue against the standard views in the philosophical literature. I argue that the minimalist approach to properties has advantages over realism, nominalism, and the trope theory. I argue that the minimalist approach to facts is superior to the standard treatment of facts on correspondence theories. Metaphysical minimalism, a minimalist metaphysics of properties and facts, is a distinct and superior alternative to the theories of properties and facts currently on offer.Iako svojstva i činjenice u metafizici igraju središnju ulogu, ne postoji usuglašen opis toga što sačinjava svojstvo ili činjenicu. Tradicionalne koncepcije tih metafizičkih pojmova povlače za sobom ozbiljne filozofske zagonetke, zbog kojih se postojanje i svojstava i činjenica čini dvojbenim. Oslanjajući se na minimalističku teoriju istine, iznosim argumente u prilog minimalističkoj koncepciji svojstava i činjenica. Minimalistička teorija objašnjava svojstva i činjenice na osnovi prihvaćanja trivijalnih shema. Kako bih dokazao da je minimalizam nadmoćan pristup svojstvima i činjenicama, iznosim argumente protiv standardnih gledišta u filozofskoj literaturi. Tvrdim da minimalistički pristup svojstvima ima prednosti u odnosu na realizam, minimalizam i teoriju tropa. Tvrdim da je minimalistički pristup činjenicama nadmoćan standardnom shvaćanju činjenica u teorijama korespondencije. As the federal government distributed remdesivir to some of the states COVID-19 hit hardest, policymakers scrambled to develop criteria to allocate the drug to their hospitals. Our state, Michigan, was among those states to receive an initial quantity of the drug from the U.S. government. The disparities in burden of disease in Michigan are striking. Detroit has a death rate more than three times the state average. Our recommendation to the state was that it should prioritize the communities that bear (...) a disproportionate burden of suffering in the allocation of the new potential treatment. This recommendation is justified not only for new drugs with uncertain effects, but also for drugs of certain benefit or vaccines. For states with significant health disparities, such as Michigan, this allocation priority may help to repair them. In fact, any other allocation strategy may make them worse. (shrink)

[1] If asked to name career diplomats who have tackled some very difficult international crises, many foreign policy makers would put Richard Holbrooke near the top of the list. Not many negotiators have wielded moral principle, power, and reason as well as Holbrooke. His book on the Bosnia negotiations leading up to the 1995 Dayton Peace Agreement is timely, given the ethnic cleansing that is being carried out in Kosovo, a southern province of Yugoslavia's Serb Republic. Once again we are (...) faced with unrest in the Balkans. We have seen the daily newspaper headlines change from "24 Albanian Men Killed in Kosovo" and "Hopes Fade for New Kosovo Talks" to "NATO Air Campaign Expanded" and "Chinese Embassy Bombed in Belgrade." Although talk of "Bosnian Muslims," "the Bosnian Army" and "Srebrenica' has been replaced with "Kosovars," "the Kosovo Liberation Army," and "Rogovo," two of the main actors in the Bosnia negotiations have returned to put their stamp on the Kosovo negotiations: President Slobodan Milosevic and U.S. envoy Richard Holbrooke. Unfortunately, Holbrooke's words that begin the last paragraph of his book seem to have come true: "There will be other Bosnias in our lives." With that in mind, Holbrooke's book will best he appreciated as a harbinger of things to come in Kosovo and elsewhere. (shrink)

Le XI.ème Congrès International de Philosophie Médiévale de la Société Internationale pour l’Étude de la Philosophie Médiévale (S.I.E.P.M..) s’est déroulé à Porto (Portugal), du 26 au 30 août 2002, sous le thème général: Intellect et Imagination dans la Philosophie Médiévale. A partir des héritages platonicien, aristotélicien, stoïcien, ou néo-platonicien (dans leurs variantes grecques, latines, arabes, juives), la conceptualisation et la problématisation de l’imagination et de l’intellect, ou même des facultés de l’âme en général, apparaissaient comme une ouverture possible pour aborder (...) les principaux points de la pensée médiévale. Les Actes du congrès montrent que « imagination » et « intellect » sont porteurs d’une richesse philosophique extraordinaire dans l’économie de la philosophie médiévale et de la constitution de ses spécificités historiques. Dans sa signification la plus large, la théorisation de ces deux facultés de l’âme permet de dédoubler le débat en au moins six grands domaines: — la relation avec le sensible, où la fantaisie/l’imagination joue le rôle de médiation dans la perception du monde et dans la constitution de la connaissance ; — la réflexion sur l’acte de connaître et la découverte de soi en tant que sujet de pensée ; — la position dans la nature, dans le cosmos, et dans le temps de celui qui pense et qui connaît par les sens externes, internes et par l’intellect ; — la recherche d’un fondement pour la connaissance et l’action, par la possibilité du dépassement de la distante proximité du transcendant, de l’absolu, de la vérité et du bien ; — la réalisation de la félicité en tant qu’objectif ultime, de même que la découverte d’une tendance au dépassement actif ou mystique de toutes les limites naturelles et des facultés de l’âme ; — la constitution de théories de l’image, sensible ou intellectuelle, et de ses fonctions. U članku se promatraju osnovne karakteristike razvojne dinamike hrvatskoga logičkoga nazivlja od izlazka Pacelove Logike za gimnazije, prve sustavne logike na hrvatskome jeziku, 1868. godine, pa sve do Petrovićeve Logike, također za srednja učilišta, iz 1964., koja je još uviek u uporabi. Nazivlje je u tu svrhu razvrstano u nekoliko tipičih skupina. Općenito, uočava se porast zastupljenosti latinizama (i grecizama) na štetu hrvatskih naziva. U analizi nazivlja autor se ograničuje na knjige namienjene nastavi logike bilo na srednjim učilištima, bilo na (...) sveučilištu, i to na nazivlje tradicionalne logike. Mjestimice su pridodane i napomene o nazivlju moderne (matematičke) logike. (shrink)

Beniński filozof Paulin J. Hountondji jest autorem teorii systemu, która aspiruje do przynajmniej częściowego wytłumaczenia przyczyn złej kondycji afrykańskich społeczeństw i państw. Afrykański społeczno-polityczny stan rzeczy charakteryzuje, zdaniem Hountondjiego, przede wszystkim wadliwa organizacja struktur instytucjonalnych państw oraz codziennego życia Afrykanów. Hountondji krytykuje liczne wady afrykańskiej rzeczywistości - w tym inercję instytucji, działania pełne absurdów, marnowanie czasu, energii i zdrowia - i zarazem poszukuje ich ukrytych, „systemowych” podstaw. W rozumieniu Hountondjiego, system to zbiór wzajemnie ze sobą powiązanych elementów organizacji afrykańskich społeczeństw. (...) Istniejący system jest kontrproduktywny dla rozwoju. Myśl Hountondjiego wydaje się być adresowana przede wszystkim do samych Afrykanów, których filozof zapewne chciałby zachęcić do przemyśleń nad tym, dlaczego nie dążą oni wystarczająco skutecznie do zmiany rzeczywistości, w której żyją. Hountondji dostrzega u Afrykanów brak „woli racjonalnej organizacji, woli wykorzystania niewielu dostępnych zasobów w najlepszy możliwy sposób i dla największego możliwego zadowolenia każdego”. Zarazem wskazuje podstawowe i niezbędne, w jego opinii, działania, które mogą prowadzić do zmiany systemu, który kreuje i utrwala afrykański stan rzeczy. (shrink)

Ruđer Bošković's (Rogerius Joseph Boscovich, 1711-1787) induction is described as a reasoning procedure that combines abductive, generalizing and deductive forms of inference. According to Bošković, the application of inductive reasoning extends beyond natural science. Bošković's critique of the use of the principle of sufficient reason is discussed, and constructive rules of Bošković's inductive logic are proposed from the standpoint of contemporary justification logic. To that end, justification logic could be extended with Bošković's typology of reasons. Hunter's (...) result (1965) is conceived as a confirmation that the inference from the constructive defectus rationis is a necessary component of Bošković's induction. - English version in _PhilArchive_. Environmental studies is a highly interdisciplinary field of inquiry, involving philosophers, ecologists, biologists, sociologists, activists, historians and professionals in public and private environmental organizations. It comes with no surprise, then, that the follow-up to Nelson and Callicott’s original anthology The Great Wilderness Debate (1998) features essays from authors in a broad array of disciplines. While there is considerable overlap between the two volumes, this new version offers forty-one essays, five of which are new additions, organized into four sections. What constitutes (...) wilderness? Is wilderness real or social constructed? What kinds of values are served—recreational, aesthetic, scientific, or others—by protecting wild areas? While many commentators trace these questions back to an exchange in the 1990s between two environmental ethicists, J. Baird Callicott and Holmes Rolston III, the debate over the wilderness idea actually has older roots. At least in the U.S. context, it travels back in time to the earliest part of the twentieth-century, when the American public, politicians and ecologists were pressed to justify why wilderness areas should be set aside in a new National Park system. Since then, the fundamental question fuelling the ‘Great Wilderness Debate’ is whether what is being preserved is actually wilderness. Is there such a thing or place as wilderness, that is, a quintessentially non-human or wild setting untainted by human influence? If so, why do we believe such areas deserve protection? (shrink)

Cílem článku je ukázat, že německá raná romantika, která položila filosofické základy romantického hnutí, nebere příklon k subjektivitě prožívání jako odklon od poznání, nýbrž jako jiný způsob poznání. Romantická niternost nachází svůj protějšek ve zkušenosti světa, jemuž umění dokáže propůjčit hlubší význam než racionální filosofie a věda. Tento nový pohled na poznání je romantiky použit jak na výklad přírody, tak duchovní lidské skutečnosti. Článek upozorňuje na to, že vedle dědictví spinozismu měla romantická epistemologie důležitý zdroj v některých úvahách Kantovy Kritiky (...) soudnosti. Tato vazba je sledována zvláště na příkladu filosofie umění F. W. J. Schellinga. Argumentace článku je rozvinuta v kritické konfrontaci se subjektivistickou interpretací romantiky H.-G. Gadamera, čímž se ozřejmuje její širší epistemologický dosah i aktuálnost. Návaznost německých romantiků na Kantovu Kritiku soudnosti se spíše než tendencí k subjektivizaci estetiky projevovala ve snaze o estetizaci poznání. (shrink)

Historical reconstructions of the effects of the intellectual migration are typically informed by one of two conflicting narratives. Some scholars argue that refugee philosophers, in particular the logical positivists, contributed to the demise of distinctly American schools of thought. Others reject this ‘eclipse view’ and argue that postwar analytic philosophy can best be characterized as a synthesis of American and positivist views. This paper studies the fate of one of the most influential schools of U.S. philosophy—Columbia naturalism—and argues that both (...) narratives are part of a larger story. First, I reconstruct the rise of the Columbia school, focusing on its naturalist analyses of science, morality, and religion as well as its contributions to the history of ideas. Next, I trace some of the naturalists’ contacts with German philosophers and show that they encountered a strong bifurcation between historical and scientific philosophy in their discussions. I argue that a similar distinction gradually infected debates between naturalists, eventually resulting in a split within the Columbia school itself. The historically-oriented naturalists, I argue, were overshadowed by the analytic movement, whereas the science-minded naturalists were able to incorporate the views of the émigrés, thereby developing the tradition in new directions. The monograph contains three works on research on the concept of a rejected sentence. This research, conducted under the supervision of Prof. Jerzy Słupecki by U. Wybraniec-Skardowska (1) "Theory of rejected sentences" and G. Bryll (2) "Some supplements of theory of rejected sentences" and (3) "Logical relations between sentences of empirical sciences" led to the construction of a theory rejected sentences and made it possible to formalize certain issues in the methodology of empirical sciences. The concept of a rejected sentence (...) was introduced by J. Łukasiewicz in the course of his inquiry into Aristotelian Syllogistic. It was essentialy generelized by J. Słupecki who, with reference to Tarski's axiomatic theory of deductive systems (1930), gave the formal definition of the rejection function Cn' according to which a sentence y is rejected on the base of a set of sentences X iff at least one sentence which belongs to X can be deduced from the sentence y. Słupecki proved (1959) that the function Cn', which assignes to the set X the set of sentences rejected on the basis of X, is additive and satisfies the axioms of Tarski's general theory of deductive systems. Work (1) uses not only Tarski's general theory of systems but also his the so-called enlarged theory of systems (1930). It constructs a theory T of rejected sentences (propositions), which is created from Tarski's richer theory of systems by adding one axiom and a number of definitions; among them the definition of the rejection function Cn' is fundamental one. Cn' is a function which assignes to every set X of false sentences the set Cn'X whose members are exclusively false senteces. A number of theorems which describes properties of defined concepts have been proved in T. Some of them are necessary for conducting considertions of the concluding section of (1) devoted to the empirical sentences. Section 2 of (1) deals with the theory of the unit consequenses. It is characterized by an axiom from which follow all axioms of Tarski's general theory of deductive systems, additivity and the property that the unit consequence of the set X of sentences is a unit consequence only one sentence of X. An example of unit consequence is the rejection consequence Cn'. In section 3 of (1) the dual theory T' equivalent to T is presented. In T' the primitive concept is the rejection function Cn'. The fundamental axiom of T' states that Cn' is a unit consequence. The concluding section brings a few examples of applications of the definitions and theorems of T in the domain of the scientific methodology. Work (2) corresonds to J. Słupecki paper (1959) and the theory T of rejected propositions given in work (1). In this paper some suplements of the theory T are given. Work (3) is an extension of the theory of rejected propositios given in the paper (1). It is an attempt of formalization some problems of methodology of the empirical sciences which concern to such concepts as: empirical sentence, similar sentence, generalization, inductive conclusion etc. (shrink)

On September 7, 2008 the executive administration of American President George W. Bush announced that his government would take over the giant mortgage finance companies Fannie Mae and Freddie Mac, costing the citizens $200 billion. One week later, the 160 year-old American investment bank Lehman Brothers filed for the largest bankruptcy in U.S. history. What would soon be known worldwide as “the financial crisis” had begun. In response to that crisis, less than a month later, on October 3, 2008, the (...) United States Congress passed the Emergency Economic Stabilization Act of 2008, which established the Troubled Asset Relief Program and authorized the use of $700 billion in taxpayer funds to bail out the banking and finance industry. As a result, the U.S. Treasury reports that the total bailout gave Bank of America $45 billion, Citigroup Bank $45 billion, AIG Bank $40 billion, J. P Morgan $25 billion, Wells Fargo $25 billion, General Motors $10.4 billion, Goldman Sachs $10 billion, Morgan Stanley $10 billion, GMAC $5 billion, and Chrysler corporation, a mere $4 billion. This response to a perceived crisis was not limited to the United States. On October 12, 2008—in one day alone—the United Kingdom coughed up the equivalent of €679 billion in bank relief. And in Germany, Der Spiegel reported on December 23, 2008 “The German government whipped its €480 billion bank bailout package through parliament in record time.". (shrink)

RESUMO A inseminação artificial (IA) é a biotecnologia mais empregada com vantagens superiores em relação a utilização da monta natural, cuja eficácia se dá na larga escala de reprodução entre os bovinos. Associando essa biotécnica com hormônios pode-se estabelecer manipulações do sistema reprodutivo da fêmea, levando a manejos de inúmeras cabeças de gado para inseminar a um tempo fixo. Portanto, foram realizados 5 protocolos de IATF, tendo 2 categorias de animais: nulíparas e multíparas. No protocolo 1 foram submetidas 81 multíparas, (...) resultando em 47 animais prenhes; No protocolo 2 foram protocoladas 103 animais multíparas, no qual resultou em 51 prenhes; já o protocolo 5 foram submetidas 77 animais multíparas, no qual resultou em 36 animais prenhes. Cada serviço realizado foi matematicamente calculado, sendo o ponto de partida o escore corporal, bem estar animal e a técnica bem exercida. Desta forma obteve bons resultados na (IATF) , no qual destaca-se o percentual : o protocolo 1 obteve 58,02%, o protocolo 2 obteve 49,51% na taxa de prenhez, No protocolo 3 obteve 55,67% na taxa de prenhez, o protocolo 4 obteve 53,33% de prenhes, já o protocolo 5 resultou em 46,75% de prenhez. O uso das biotecnologias da reprodução, realizadas em bovinos de corte, obteve resultado dentro do descrito pela literatura consultada. A boa taxa de prenhes apresentada na IATF deveu-se ao bom controle hormonal do ciclo estral e da qualidade do sêmen utilizado. A taxa de prenhez dos animais que foram submetidos à monta natural foi baixa pelo fato de que os reprodutores não conseguiram cobrir todas as fêmeas. ABSTRACT The artificial insemination (AI) is the most used biotechnology with superior advantages in relation to the use of natural mounting, whose effectiveness is given in the large scale of reproduction among cattle. Associating this biotechnique with hormones it is possible to establish manipulations of the reproductive system of the female, leading to managements of numerous heads of cattle to inseminate at a fixed time. Therefore, 5 IATF protocols were performed, having 2 categories of animals: nulliparous and multiparous. In protocol 1, 81 multiparous animals were submitted, resulting in 47 pregnant animals; in protocol 2, 103 multiparous animals were submitted, resulting in 51 pregnancies; and in protocol 5, 77 multiparous animals were submitted, resulting in 36 pregnant animals. Each service performed was mathematically calculated, with the starting point being the body score, animal welfare and the well exercised technique. Thus obtained good results in the (IATF), which highlights the percentage: protocol 1 obtained 58.02%, protocol 2 obtained 49.51% in pregnancy rate, in protocol 3 obtained 55.67% in pregnancy rate, protocol 4 obtained 53.33% pregnant, and protocol 5 resulted in 46.75% pregnant. The use of the reproduction biotechnologies, performed in beef cattle, obtained results within the described by the consulted literature. The good pregnancy rate presented in the IATF was due to the good hormonal control of the estrous cycle and the quality of the semen used. The pregnancy rate of animals that were subjected to natural mating was low due to the fact that the sires could not cover all the females. Keywords: Hormones. Cattle Pregnancy Rate. The mind-brain identity theory, the thesis that sensations are identical with properties or processes of the brain, was introduced into contemporary discussion by U.T. Place, Herbert Feigl, and J.J.C Smart in the 1950s. Despite its widespread rejection in the following decades, the identity theory has received several carefully articulated defenses in recent years. Aside from developing novel responses to well-known arguments against the identity theory, contemporary identity theorists have argued that the epistemological resources available to support the adoption of identities (...) are more plentiful than has often been supposed; further, they have argued that mind-brain identities allow for the resolution of otherwise intractable explanatory puzzles about the phenomenal properties of experience. From an epistemological perspective, identity theorists have thus argued that a central reason for believing theoretical identities—both mind-brain identities as well as more mundane identities such as water = H2O—stems from the explanatory power that they confer. Yet from an explanatory perspective, identity theorists have maintained that identities cannot themselves be explained; indeed, they have maintained that it is hardly intelligible to request an explanation for an identity. This paper considers these ideas draws out an important tension between them. The central claim is that insofar as identity theorists insist on the explanatorily efficacy of identities, they should concede that there is a good sense in which theoretical identities can be explained. However, it is moreover argued that this concession is not especially problematic and, indeed, ought to be welcomed by identity theorists. (shrink)

But do they, as suggested by McTaggart and Gödel, represent time as essentially dynamical? This paper distinguishes three interrelated questions. We ask (a) whether the folk representation of time is sensitive or insensitive: i.e., does what satisfies the folk representation of time in counterfactual worlds depend on what satisfies it actually—sensitive—or does is not depend on what satisfies it actually—insensitive, and (b) do (...) those who represent actual time as dynamical, represent time in all possible worlds as dynamical—what we call insensitive dynamism—or do they represent time in all possible worlds as dynamical only conditional on the actual world in fact being dynamical—what we call sensitive dynamism and (c) do dynamists and non-dynamists deploy two different representations of time, or deploy the same representation, but disagree about what actually satisfies that representation? We found no evidence that the folk representation of time is sensitive, or that the folk representation of time is essentially dynamical in either sense, though we did find evidence of a shared representation, on which dynamical features are sufficient, but not necessary, for time. This article critically examines one of the most prevalent metaphors in modern biology, namely the machine conception of the organism (MCO). Although the fundamental differences between organisms and machines make the MCO an inadequate metaphor for conceptualizing living systems, many biologists and philosophers continue to draw upon the MCO or tacitly accept it as the standard model of the organism. This paper analyses the specific difficulties that arise when the MCO is invoked in the study of development and evolution. In (...) developmental biology the MCO underlies a logically incoherent model of ontogeny, the genetic program, which serves to legitimate three problematic theses about development: genetic animism, neo-preformationism, and developmental computability. In evolutionary biology the MCO is responsible for grounding unwarranted theoretical appeals to the concept of design as well as to the interpretation of natural selection as an engineer, which promote a distorted understanding of the process and products of evolutionary change. Overall, it is argued that, despite its heuristic value, the MCO today is impeding rather than enabling further progress in our comprehension of living systems. (shrink)

We develop and apply a multi-dimensional account of explanatory depth towards a comparative analysis of inflationary and bouncing paradigms in primordial cosmology. Our analysis builds on earlier work due to Azhar and Loeb (2021) that establishes initial conditions fine-tuning as a dimension of explanatory depth relevant to debates in contemporary cosmology. We propose dynamical fine-tuning and autonomy as two further dimensions of depth in the context of problems with instability and trans-Planckian modes that afflict bouncing and inflationary approaches respectively. In (...) the context of the latter issue, we argue that the recently formulated trans-Planckian censorship conjecture leads to a trade-off for inflationary models between dynamical fine-tuning and autonomy. We conclude with the suggestion that explanatory preference with regard to the different dimensions of depth is best understood in terms of differing attitudes towards heuristics for future model building. In the topic-sensitive theory of the logic of imagination due to Berto (2018a), the topic of the imaginative output must be contained within the imaginative input. That is, imaginative episodes can never expand what they are about. We argue, with Badura (2021), that this constraint is implausible from a psychological point of view, and it wrongly predicts the falsehood of true reports of imagination. Thus the constraint should be relaxed; but how? A number of direct approaches to relaxing the controversial (...) content-inclusion constraint are explored in this paper. The core idea is to consider adding an expansion operator to the mereology of topics. The logic that results depends on the formal constraints placed on topic expansion, the choice of which are subject to philosophical dispute. The rst semantics we explore is a topological approach using a closure operator, and we show that the resulting logic is the same as Berto's own system. The second approach uses an inclusive and monotone increasing operator, and we give a sound and complete axiomatisation for its logic. The third approach uses an inclusive and additive operator, and we show that the associated logic is strictly weaker than the previous two systems, and additivity is not de nable in the language. The latter result suggests that involved techniques or a more expressive language is required for a complete axiomatization of the system, which is left as an open question. All three systems are simple tweaks on Berto's system in that the language remains propositional, and the underlying theory of topics is unchanged. (shrink)

I have therefore decided to venture out of the philosophical armchair in order to examine the empirical evidence, as gathered by psychologists aiming to prove or disprove motivational conjectures like mine. By and large, this evidence is indirect in relation to my account of agency, since it is drawn from cases in which the relevant motive has been forced into the open by the manipulations of an experimenter. The resulting evidence doesn’t tend to show the mechanism of agency humming along (...) in accordance with my specifications; it tends to show the knocks and shudders that such a mechanism emits when put under stress. But we often learn about the normal workings of things by subjecting them to abnormal conditions; and viewed in this light, various programs of psychological research offer indirect support to my account of agency. I’ll begin by reviewing the relevant research, leaving its relevance to my account of agency for the final section of the paper. (shrink)

The human brain consists of approximately 100 billion electrically active neurones that generate an endogenous electromagnetic field, whose role in neuronal computing has not been fully examined. The source, magnitude and likely influence of the brain's endogenous em field are here considered. An estimate of the strength and magnitude of the brain's em field is gained from theoretical considerations, brain scanning and microelectrode data. An estimate of the likely influence of the brain's em field is gained from theoretical principles and (...) considerations of the experimental effects of external em fields on neurone firing both in vitro and in vivo. Synchronous firing of distributed neurones phase-locks induced em field fluctuations to increase their magnitude and influence. Synchronous firing has previously been demonstrated to correlate with awareness and perception, indicating that perturbations to the brain's em field also correlate with awareness. The brain's em field represents an integrated electromagnetic field representation of distributed neuronal information and has dynamics that closely map to those expected for a correlate of consciousness. I propose that the brain's em information field is the physical substrate of conscious awareness - the cemi field - and make a number of predictions that follow from this proposal. Experimental evidence pertinent to these predictions is examined and shown to be entirely consistent with the cemi field theory. This theory provides solutions to many of the intractable problems of consciousness - such as the binding problem - and provides new insights into the role of consciousness, the meaning of free will and the nature of qualia. It thus places consciousness within a secure physical framework and provides a route towards constructing an artificial consciousness. (shrink)
